Dejana Pavlović
Research Associate
Dejana Pavlović is a Research Associate at the Institute of Economic Sciences, where she has been working since 2015. She obtained her PhD from the University of Belgrade in the field of strategic management, with a focus on the youth labor market. With over 10 years of professional experience, she has been ranked among the top 10% of researchers in Serbia for the period 2024–2026 by the Ministry of Science, Technological Development and Innovation of the Republic of Serbia. Her research interests are centered on labor economics, particularly youth employment, labor market inequalities, and poverty. In addition to her academic work, she has extensive experience as a consultant for organizations such as United Nations Development Programme and United Nations Population Fund, as well as for the Social Inclusion and Poverty Reduction Unit of the Government of the Republic of Serbia. Through this work, she has contributed to evidence-based policy recommendations, drawing on strong expertise in research, policy analysis, project management, team leadership, and communication.
Duško Bodroža
Financial Advisor
Duško Bodroža is a financial advisor with over 15 years of experience in public finance and economic analysis. His expertise includes budgeting, financial planning and forecasting, and macroeconomic and business research. He has worked with key public institutions and international organisations, including Bloomberg Philanthropies, HELVETAS Swiss Intercooperation, and several government bodies in Serbia. He holds a PhD in International Finance and has contributed to the development and review of strategic and policy documents at national and local levels. Dr. Bodroža is an active member of the Scientific Society of Economists of Serbia and participates in the Economic Reform Programme working group within the National Convention on the European Union.
Marko Pešić
Economist
Marko Pešić has been working in the fields of public administration reform and project/programme evaluation for more than 14 years. Being a graduated economist (BA, 2019 and MA, 2012), he has specialised in impact evaluation, risk assessment, EU accession process and policy/regulatory impact analysis, and has had experience in these fields through engagement as a public service in the Government of Serbia, and through various research projects and programme implementation in Western Balkans, working for Council of Europe, GIZ, EU Commission, SDC, USAID, IUCN, UNDP, and the civil sector. Marko Pesic is a renowned expert in policy making and policy evaluation, with a strong focus on qualitative and quantitative methods application in risk assessment. In his work, he applies impact assessment for quantitative analysis, e.g. cost-benefit analysis, cost-effectiveness analysis, multicriteria analysis, and ex-post analysis. Over the course of his career, he has valuable experience in programme development, implementation and monitoring, policy drafting, baseline research, hr management consultancy in the local self-government and capacity building (conducted more than 50 trainings in fields of regulatory impact assessment, policy drafting, quantitative analysis, project management, etc.). Marko is experienced in developing and implementing monitoring tools and conducting independent evaluations of projects and programmes. Marko is fluent in Serbian (and other WB languages – Montenegrin, Croatian, and Macedonian) and English, and has a basic knowledge of Russian, German, Spanish, and French.
Mihajlo Djukić
Senior Research Associate
Mihajlo Djukic holds a Bachelor’s and Master’s degree from the Faculty of Economics, University of Belgrade, Serbia, and a Ph.D. in Finance from the Faculty of Economics, Technical University of Košice, Slovakia. Since 2010, he has been a researcher at the Institute of Economic Sciences (IES), where he currently serves as a Senior Research Associate. His research focuses on public policy evaluation, economic development, youth policy, health economics and sustainable development, with interdisciplinary expertise in these fields. He has published extensively in peer-reviewed journals and presented his research at prestigious international conferences. Beyond his academic work, Mihajlo is a strong advocate for integrating research evidence into policymaking in the Western Balkans. He is an active member of the Western Balkan Evaluation Network (WBEN) and the European Evaluation Society (EES).
Stevan Tatalović
Programme and Policy Professional
Stevan Tatalović is a programme and policy professional with over ten years of experience in migration governance, humanitarian affairs, and international development across Serbia and the Western Balkans. He has worked with organisations including UNDP, ICMPD, GIZ, StC, and civil society partners, with strong expertise in programme management, research, and stakeholder coordination. He is a co-founder of INES and committed to strengthening evaluation culture, evidence-based policymaking, and professional exchange in Serbia. His current research focus includes everyday extremism, hyperpolitics, and contemporary social polarisation.
Svetlana Stanarević
Associate Professor
Svetlana Stanarević is an Associate Professor at the Faculty of Security, University of Belgrade, specializing in security studies, evaluation, and evidence-based policymaking. She has authored more than 60 scientific and professional publications in the fields of security culture, urban security, and human security, and has participated in numerous research and consulting projects. She has extensive experience in program evaluation, policy analysis, curriculum accreditation, peer review, and evaluator training. From 2016 to 2024, she led the Informal Network of Evaluators of Serbia, today operating as the Independent Network of Evaluators of Serbia (INES), contributing to the promotion of evaluation culture and capacity building in Serbia and the Western Balkans. Her regional engagement includes conferences, workshops, and advanced training programs in evaluation methodologies, including the International Program for Development Evaluation Training (IPDET). She has also served as an evaluator for youth projects funded by the Government of Serbia and is an active member of several regional and professional networks, including the Western Balkan Evaluation Network.
Tanja Pavlov
Psychologist | Researcher
Tanja Pavlov is a psychologist, researcher, and evaluation expert with over 30 years of professional experience across Serbia and the Western Balkans. She holds a PhD in Psychology from the University of Belgrade, with a doctoral thesis focused on migration decision-making. Her areas of expertise include migration, social protection, gender equality—including gender-based violence—and organisational development. Tanja served as Director and Senior Researcher at the Center for Migration within Group 484, the leading migration-focused NGO in Serbia. In addition to her work in civil society, Tanja has eight years of professional experience in the public sector, working with multidisciplinary teams at the Center for Social Welfare, where she focused on the protection of children, families, and the elderly. In 2021, she established her own consultancy agency, LFA Matrix, through which she continues to work independently as a consultant and researcher. She has collaborated with a wide range of stakeholders, including UNDP, IOM, GIZ, IRC, OSCE, the Commissariat for Refugees and Migration, and numerous civil society organizations. She also served as a member of the Advisory Board for Cross-Cutting Initiatives (FRESTA), providing project assessments and funding recommendations to the Danish Ministry of Foreign Affairs. She is a member of the Psychological Society of Serbia and holds certificates in Gestalt Psychotherapy and Systemic Family Therapy. These therapeutic foundations have strengthened her ability to work with vulnerable populations and inform her human-centered approach to evaluation and social research.
Teodora Luković
Senior Evaluator at Council of Europe
Teodora has been working for the Council of Europe since 2011. She joined the Evaluation Division of the Directorate of Internal Oversight in 2019. Prior to this, she worked in project management of anti-money laundering and anti-corruption projects in Azerbaijan, Serbia and France. She has significant experience in evaluating some of the most politically sensitive programmes of the Council of Europe, such as the Venice Commission, Independence and Efficiency of Justice and the institution of the Commissioner for Human Rights. She actively contributes to promoting an evaluation culture in the organisation through continuous consultations and trainings. Her key motivation is to increase the utility of evaluations and to maintain the application of international standards in evaluation through quality assurance. Previously, Teodora worked at the OSCE and the European Parliament. She holds a master’s degree in War Studies from King’s College London and a postgraduate certificate in International Studies from the Diplomatic Academy of Vienna, as well as a BA in Social and Political Sciences from the University of Cambridge. She completed numerous trainings in evaluation, including IPDET, ITC-ILO, Blavatnik School of Government (University of Oxford) and others.
